Helping Neighbors Become Citizens

Did you know AC Library helps community members prepare for the U.S. citizenship test? At Newark Library, one special volunteer has been helping students reach this goal.  

The Citizenship Exam Preparation Class meets weekly at Newark Library and is offered several times a year. Volunteer instructor Judy Tokubo leads each section. Every week, students discuss current events and take practice quizzes based on the real exam. They also look at fun materials like photos from national landmarks and comic strips. The goal is not just to memorize answers, but to understand and connect with the material.

Judy has led 21 cohorts since the program began at Newark Library in 2018. Many of her students have gone on to pass the citizenship exam. She knows this subject well through decades of experience. Judy started her career as a teacher in 1968 and spent many years teaching eighth-grade social studies. Since she taught topics such as U.S. government and the Constitution, teaching the citizenship class was a natural fit.

“I enjoy teaching this program because it connects to my background as a teacher,” Judy said. “I find that adult learners are so appreciative and enthusiastic.”

Students share that Judy’s class is making a difference after a few weeks in the program. They also say it’s helping build their confidence. "This class is amazing and interactive. I'm learning so much," said Issra, a spring 2026 participant. "I've been telling my friends from all over the Bay Area about this program. They want to sign up as well."

Judy sees this program as a reflection of what makes the Newark community special. “Newark is an inclusive community, and the library reflects that,” she said. “Offering a citizenship class helps people feel more welcome and connected to the library.”
